How to submit testimony at the Hawaii State Legislature
There may be strict deadlines for submitting written testimony and requesting to testify remotely. Consult the bottom of the hearing notice for details. Any request for exceptions should be made to the appropriate committee clerk.
Submit through the Capitol website
- 1
Go to capitol.hawaii.gov, click Sign In, and enter your email address and password.
- 2
Click the orange Testimony icon, enter the bill number (for example HB123, with no draft numbers or spaces), then click Continue.
- 3
Fill out the form. Say whether you support or oppose the bill, whether you are testifying as an individual or for an organization, and whether you will offer written testimony only or also present oral testimony via Zoom or in person.
- 4
Upload a saved file or type your testimony in the Testimony/Comments box. Click Submit. Successful written testimony appears in the left column, highlighted in green.
If you asked to testify via Zoom, you should see “Zoom requested.” This turns into a Join button three hours before the hearing if your request is accepted.
